City of Regina – Community Consultations

Jan 2, 2023City of Regina, Projects, Update

In June 2022, Regina City Council passed Motion MN22-4, which asked City Administration to prepare a report on how the City can better serve 2SLGBTQIAP+ people.

For this reason, we are hosting a series of consultations to identify gaps, strengths and realities for 2SLGBTQIAP+ living in Regina with a focus on:

  • City facilities, including booking processes, all gender changing rooms and trans affirming policies;
  • Exploring 2SLGBTQIAP+ specific programming and space at the City;
  • City permitting processes for events; and
  • Family programming at the City of Regina.

These consultation activities are meant to inform recommendations about these and other topics that may emerge throughout discussions with community members.

Consultation Activities

These consultation activities were developed with support from the 2SLGBTQIAP+ Reference Group, and insight from the City of Regina’s Social Inclusion Department. Consultation activities were designed to address as many barriers to participation as possible.

What is this consultation for?

In June 2022, Regina City Council passed Motion MN22-4, which asked City Administration to prepare a report on  how the City can better serve 2SLGBTQIAP+ people.

For this reason, we are hosting a series of consultations to identify gaps, strengths and realities for 2SLGBTQIAP+ living in Regina with a focus on:

  • City facilities, including booking processes, all gender changing rooms and trans affirming policies;
  • Exploring 2SLGBTQIAP+ specific programming and space at the City;
  • City permitting processes for events; and
  • Family programming at the City of Regina.

These consultation activities are meant to inform recommendations about these and other topics that may emerge throughout discussions with community members.

Why is the City focusing on 2SLGBTQIAP+ people? What about other communities or groups?

The City regularly consults with people living in Regina to better understand how they can better support them. The City is doing this work because of the direction from City Council in June 2022. The City is also committed to creating an inclusive city that feels welcoming and safe to everyone, and this includes 2SLGBTQIAP+ people.

What does the acronym 2SLGBTQIAP+ mean?

The acronym stands for Two-Spirit, lesbian, gay, bisexual, transgender, queer, intersex, asexual, pansexual, and additional sexually and gender diverse people.

Who is hosting the consultations?

The City of Regina engaged Ivy + Dean Consulting, a local 2SLGBTQIAP+ owned consulting firm, to undertake this process. This work is being guided by a 2SLGBTQIAP+ Reference Group made up of 2SLGBTQIAP+ community members and City employees who are providing recommendations to Ivy + Dean about how best to undertake these consultations.

Multiple representatives from Ivy + Dean Consulting are hosting facilitated consultations, which will allow for participants to choose who they talk to or engage with on these topics. This is to avoid situations where individuals may have prior relationships with Ivy + Dean consultants.

Who can participate in consultations?

We’re seeking input from 2SLGBTQIAP+ people living in Regina to share about their experiences, including those people who may not be open about how they identify.

There is also an opportunity for people living in Regina who are not 2SLGBTQIAP+ to participate.

I identify as 2SLGBTQIAP+. How can I participate in consultations?

There are a number of different ways that you can participate in the consultation process. You can:

  • Participate in a scheduled, two-hour discussion group with Ivy + Dean
  • Arrange a one-on-one interview with Ivy + Dean on Zoom or over the phone
  • Fill out the survey
  • Attend one of two community events
I’m not 2SLGBTQIAP+. How can I participate in consultations?

Yes! We are inviting any non-2SLGBTQIAP+ people who are interested in participating to fill out the online survey.

I identify as 2SLGBTQIAP+, but I’m not open about it. Can I still participate?

Yes. We invite any person who self-identifies as 2SLGBTQIAP+ to participate. You are not required to be “out”.

I’m under 18 years old, can I still participate in the discussion groups?

If you are under 18, but over 16, you can participate but we’ll require you to have a short conversation with our facilitator to ensure that you fully understand the nature of the consultation. If our facilitator is concerned that you are not mature enough to participate, you may be asked to withdraw.

If you are under 16 years old, unfortunately you are not able to participate in a discussion group. This is because the discussion groups may include adults who may end up talking about adult themes, and we want to make sure that all people feel safe and comfortable.

If I participate, will the City know? Will other people know?

To  ensure and protect the confidentiality of all participants, Ivy + Dean is not disclosing who is or is not participating in the consultations.

It is important to note that if you participate in a group discussion other people may identify you and, while we expect all participants to maintain confidentiality of their peers, we can not guarantee this. For this reason, people who are worried about others knowing that they participated can do a one-on-one interview with Ivy + Dean.

I want to participate in an in-person activity, but I need help with transportation. Can you help?

Yes. Please reach out to us at info@ivydeanconsulting.ca or 306-522-0004 (text or phone) if you need some help getting to a consultation. Please try to contact us at least three days beforehand.

I want to participate in the discussion group in-person, but I have to bring my kids. Is this okay?

Yes. We will have childcare available during the discussion group for those adults who require childcare support during the consultation. Please send an email to renee@ivydeanconsulting.ca or call/text us at 306-522-0004 to book a childcare spot.

I want to participate, but in a way that is totally anonymous. Is that possible?

Yes! If you are hoping to remain anonymous, you can complete our survey.

If I participate and then change my mind later, can I withdraw from the consultation?

If you participate in a one-on-one conversation, yes, you will be able to withdraw from the consultation at any time. If you participate in a group discussion, you will not be able to withdraw from the consultation because Ivy + Dean may not be able to separate your contributions from the contributions of others.

If you fill out the survey, we won’t be able to withdraw your contributions because we have no way of knowing which survey response is yours.

I want to participate in a discussion group, but I don’t feel comfortable with the person or people who will be leading the group.

2SLGBTQIAP+ communities in Regina are small, and we understand that some people might not feel comfortable in spaces with the people who work at Ivy + Dean who will be leading the discussion groups.

For that reason, Ivy + Dean is inviting both 2SLGBTQIAP+ community organizations and other community service organizations to host their own discussion groups. If you’re uncomfortable with people who work at Ivy + Dean leading a group that you’re participating in, we encourage you to reach out to an organization or community group that you feel more comfortable with and ask them if they’ll be hosting a discussion group.

If you’re involved in a community organization hoping to host a discussion group, you can visit us online at www.ivydean.ca/regina-cso or email us at info@ivydeanconsulting.ca. We’re requiring all community organizations to reach out before January 15th 2023.

What will be done with the information collected?

All of the information (data) collected by Ivy + Dean will be analysed by their team. This information will be anonymized and all identifying information will be removed. The anonymized data  will be organized by theme and presented in the final report to City Council.

This information will inform recommendations from Ivy + Dean to the City.

No raw data or information will be shared with the City of Regina.
